Do you need a bill of sale in Oklahoma?
Fill in the free Oklahoma bill of sale on this page and print it.
Since July 1, 2025, Service Oklahoma issues titles electronically, and paper titles stay valid until the next transaction. To sell a vehicle with an electronic title, the seller completes Form 718, Bill of Sale of an Electronic Title, which must be notarized. For a paper title, the buyer shows the price with a purchase contract, a bill of sale, or Form 722-1, a notarized Declaration of Vehicle Purchase Price used when no contract or bill of sale was prepared. A buyer who drives the car without plates for up to 5 days must carry a dated, notarized bill of sale (47 O.S. § 1112.2). The must_include list below is the content of Form 718.
For a vehicle with an electronic title, use the official form: Bill of Sale of an Electronic Title (718).

How to sell a car in Oklahoma
- Fill in the assignment on the back of the paper title, including the warranty of title and any liens, and sign it in front of a notary (47 O.S. § 1107).
- If the title is electronic, complete Form 718, Bill of Sale of an Electronic Title, and sign it in front of a notary.
- For model year 2011 and newer vehicles, record the mileage on the title or on Form 729; you and the buyer both sign and print your names.
- Give the buyer the title or Form 718, a lien release if there was a loan, and a bill of sale or other proof of the price when you deliver the vehicle.
- Remove your license plate and keep it for your next vehicle.
- Make sure the vehicle is pre-registered within 2 business days on Navigate (navigate.ok.gov) or in person; the buyer or the seller can do it at no charge.
- If you want, file Form 773, Notice of Transfer of Ownership, for $10 so the buyer is presumed to be the owner.
Where to sign a Oklahoma title
On a paper title, the seller completes the assignment on the back of the title with a warranty of title and a statement of liens, signs it in front of a notary, and records the mileage for model year 2011 and newer vehicles; both seller and buyer sign and print their names on the mileage statement (47 O.S. §§ 1107 and 1107.1). For an electronic title, the seller signs the statement on Form 718 in front of a notary.
Reporting the sale in Oklahoma
Optional. Oklahoma doesn't require it, but you can file a Notice of Transfer of Ownership of a Vehicle. Use Notice of Transfer of Ownership of a Vehicle (773) or file it online. Once it is filed the buyer is presumed to be the owner. Keep your plate and a copy of the signed paperwork.
What happens to your license plates when you sell a car in Oklahoma?
The seller removes the plate and keeps it, because Oklahoma plates are assigned to people, not vehicles, and it can go on the seller's next vehicle (47 O.S. § 1112.2). The buyer may drive for up to 5 calendar days without plates with a dated, notarized bill of sale. Under Ready, Set, Tag!, the buyer or seller must pre-register the vehicle within 2 business days of the sale at no charge; a plate with pre-registration decals arrives within 10 days, and full registration is due within 2 months.
Inspection, odometer and sales tax in Oklahoma
Inspection. None tied to the sale. A $4 VIN inspection is needed only for a vehicle last titled in another state.
Odometer disclosure. Required for model year 2011 and newer vehicles until they are 20 years old; model year 2010 and older vehicles and vehicles over 16,000 pounds GVWR are exempt (47 O.S. § 1107.2). The seller records the mileage on the title or on Form 729 and marks whether it is actual, not actual, or beyond the odometer's mechanical limits, and seller and buyer both sign and print their names (47 O.S. § 1107.1).
Sales tax. The buyer pays motor vehicle excise tax when titling: $20 on the first $1,500 of value plus 3.25% of the remaining value (68 O.S. § 2103). Service Oklahoma's fees page links an excise tax calculator. The tax becomes delinquent after 30 days, with a penalty of $1 a day up to the amount of the tax. Transfers with no payment between spouses, between parent and child, or to a revocable trust are exempt. State law also applies a 1.25% sales tax to motor vehicle sales with no local sales tax (68 O.S. § 1355), but Service Oklahoma's pages do not say how it applies to private sales.
What the buyer does next
The buyer has 30 days to apply for a new title. The title fee is $11.
