Do you need a bill of sale in Oregon?
Fill in the free Oregon bill of sale on this page and print it.
When selling, the seller signs and dates either the back of the title or a bill of sale. DMV tells buyers to get a bill of sale if the seller's name is not on the title. DMV's Vehicle Bill of Sale (form 735-501) has no notary section, and we found no notarization requirement.
Use the official form if you prefer it: Vehicle Bill of Sale (735-501).
What a Oregon bill of sale must include
Oregon lists these items:
- Vehicle identification number (VIN)
- A statement releasing interest in the vehicle
- Printed name of each seller
- Signature of each seller
- Date of sale
How to sell a car in Oregon
- Pay off any loan first. The lienholder must sign the front of the title or give a separate signed release.
- If the title is lost and the vehicle is model year 2011 or newer and under 20 years old, get a replacement title before selling.
- Sign and date the back of the title, or sign a Vehicle Bill of Sale (form 735-501).
- For a model year 2011 or newer vehicle under 20 years old, write the odometer reading on the back of the title. You and the buyer both sign it.
- Give the buyer the title and any lien release.
- Decide whether to remove your plates. DMV allows it, and it helps you avoid tickets and towing charges after the sale.
- Notify DMV of the sale within 10 days on DMV2U or with form 735-6890, and include the buyer's name and address. You stay listed as the owner until the buyer transfers the title.
Where to sign a Oregon title
Back of the Oregon title: the seller signs and dates it, and the seller and buyer both sign the odometer section when it is required. A lienholder signs the front of the title or gives a separate signed release. The seller can sign a Vehicle Bill of Sale (form 735-501) instead of the title. The title signature does not need a notary in Oregon.
Notice of Sale or Transfer of a Vehicle in Oregon
Required. File Notice of Sale or Transfer of a Vehicle (735-6890) within 10 days of the sale. You can file it online. It protects you if the buyer gets tickets or tolls, or abandons the car, before retitling it.
What happens to your license plates when you sell a car in Oregon?
Under ORS 803.530, plates stay with the vehicle unless the owner moves them to another vehicle. Moving plates to another vehicle costs $30. Oregon DMV says you may remove your plates before selling. Its notice of sale form says removing plates helps you avoid tickets and towing charges, and that the buyer can get a 21-day trip permit from DMV ($35).
Inspection, odometer and sales tax in Oregon
Inspection. Oregon DMV's title requirements list no inspection for a vehicle with an Oregon title. If the buyer registers in the Portland or Medford DEQ area, most vehicles must pass a DEQ emissions test. Newer vehicles are exempt, and the emissions certificate is generally valid for six months. A vehicle with an out-of-state title needs a $9 VIN inspection.
Odometer disclosure. Required for model year 2011 or newer vehicles under 20 years old. The seller writes the reading on the back of the title (or on a Secure Odometer Disclosure form), and the seller and buyer both sign. If the title for a vehicle in this range is lost, get a replacement title before selling.
Sales tax. Oregon has no general sales or use tax. Its 0.5% vehicle privilege and use taxes apply only to vehicles bought from a dealer (or someone required to be a dealer) that were driven 7,500 miles or less and never registered or titled in Oregon. A sale by a private individual who is not a dealer does not meet these conditions.
What the buyer does next
The buyer has 30 days to apply for a new title.
